RECOMMENDATION

Approve and authorize the Chairman to sign the agreements to use Carl Moyer Project funds in the Off-Road Voucher Incentive Program from the date of signing through December 31, 2022 with:  (1) Pape Machinery, Inc.; and (2) Clarklift West, Inc. d.b.a. Team Power.

SUMMARY

The State of California has allocated over $65 million to fund incentive programs to reduce emissions from heavy-duty diesel engines.  The Carl Moyer Program is designed to reduce nitrogen oxide (NOx) emissions by providing grants that cover the differential cost of cleaner on-road, off-road, marine, locomotive, stationary pump, forklift and airport ground-support equipment engines.  The District currently has approximately $134,500 of Year 18 funds remaining as authorized by Air Pollution Control Board Resolution No. 2016-02 and Air Pollution Control Board Resolution No. 2016-01 to conduct the Carl Moyer Off-Road Voucher Incentive Program.  The Off-Road Voucher Incentive Program provides financial incentives up to $60,000 per voucher for the trade-in of old tier zero construction and agricultural tractors for new low emitting tractors.  Both the Team Power and Pape Machinery Agreements are renewals of existing Agreements.

The Board may choose to do one of the following: 1) not authorize signing of the proposed Agreements; or 2) modify the proposed Agreements.

OTHER AGENCY INVOLVEMENT

County Counsel and Risk Management have approved the Agreements as to form.
FINANCING

Carl Moyer Year 18 funding will be available for these vouchers.  Carl Moyer subsequent year funding may be available for future vouchers now that full funding of the Carl Moyer Program has been authorized by the legislature through 2023.
