Take the following actions regarding the Skylark Lane Emergency Fire Escape Road (EFER) Permanent Road Division (PRD), Skylark Lane EFER No. 2 PRD, and Skylark Lane EFER No. 3 PRD: (1) Adopt a resolution which consolidates Skylark Lane EFER PRD, Skylark Lane EFER No. 2 PRD and Skylark Lane EFER No. 3 PRD into Skylark Lane EFER PRD; (2) receive the maintenance cost estimate; and (3) receive the County Surveyor’s report on the boundary description (in the form of a map). (Page 212) |

| | | | | | | | DISCUSSION
The Skylark Lane Emergency Fire Escape Road (EFER) extends from Skylark Lane to Maynard Road in the Palo Cedro area. It was constructed in conjunction with a subdivision. Two subsequent developments were conditioned to use the same EFER. The seven benefitting parcels contribute to EFER maintenance through three separate PRD’s with varying assessments (see table below). Staff proposes to consolidate all three PRD’s into a single Skylark Lane EFER PRD with uniform parcel charges of $515 per parcel per year.
