On November 15, 2016 the Board approved the Whole Person Care Project (WPC) revenue agreement between DHCS and Shasta County in the amount of $3,880,710 per Fiscal Year (FY) for FYs 2016/17 through 2020/21, which establishes a demonstration project focused on coordinating care for individuals with complex behavioral and physical health conditions who are homeless or at risk of homelessness, approved relevant budget amendments, and approved three new full-time positions. The original agreement sent to Shasta County by DHCS, which was subsequently updated, was inadvertently used in written information and presentation to the Board on November 15, 2016. With a recommendation from County Counsel and concurrence from the County Administrative Office, in order to meet the tight timelines imposed by the DHCS, Vice Chairman Supervisor Schappell signed the updated agreement on November 16, 2017. The department is now asking the Board of Supervisors to ratify Vice Chairman Supervisor Schappell’s signature.
A requirement by DHCS to approve and accept the final state approved version of the agreement on or before November 15, 2016, or face loss of the funding, made it necessary for the Health and Human Services Agency (HHSA) to obtain Board signature from Vice Chairman Supervisor Schappell and return the agreement to DHCS within the short extension period DHCS granted to November 18, 2016. Not obtaining signature and re-submitting the final approved WPC agreement in the time frame allowed by DHCS would have resulted in loss of the associated revenue.
The vast majority of differences between the two versions are minor and grammatical in nature. Those changes that are more material in nature serve to clarify application of the Health Insurance Portability and Accountability Act of 1996 (HIPAA) Business Associate Addendum, the contingency of payments on certain deliverables or achievements, and the conditions that would apply if the WPC pilot were terminated.
