| | | | | | | | RECOMMENDATION
Approve and authorize the Chairman to sign a lease with Ravizza Redding Mall, LLC in the amount of $2,102.05 per month (approximately $0.85 per square foot) plus an additional $417.48 per month for the period January 1, 2017 through December 31, 2021 with annual Consumer Price Index (CPI) increases or decreases of no more than three percent on the base amount of rent commencing January 1, 2018 for 2,473 square feet of office space at 1411 Yuba Street (1,300 square feet) and 1612 Market Street (1,173 square feet), in Redding, CA for the period from January 1, 2017, through December 31, 2021, with one three-year and one two-year optional renewals. |

The Shasta County Health and Human Services Agency Children’s Services Branch (Children’s Services) has provided services to the public at four locations within the downtown Redding area since 2001. This lease will provide one additional location within the immediate vicinity which will permit Children’s Services to serve Shasta County children and families from a central, easily accessible location. |
| | | | | | | | DISCUSSION
Continuum of Care Reform (CCR) and the transition from Foster Care Licensing to a Resource Family Approval (RFA) process will require Children's Services to bring on additional staff by 01/01/2017 resulting in the need for additional space. Children’s Services will move the Mental Health Clinicians from their current 1620/1624 Market Street location to 1411 Yuba Street/1612 Market allowing RFA and Adoptions staff to share space at 1620/1624 Market Street.
Children’s Services will also bring the Wraparound program to our downtown location from 2640 Breslauer Way. This will provide better partnerships between the child welfare social workers and other community providers in a centrally located area.
Children’s Services utilizes a State computer network. This network requires a local server, which is separate from the County network. The physical proximity of the 1411 Yuba Street/1612 Market Street location to the existing 1620/1624 Market Street location, which is equipped with the required State computer network connectivity unique to Children's Services, will enable the County to utilize the existing State computer network as opposed to establishing a new State computer network location. |

The Board may choose not to approve the lease and/or could request modifications to the lease terms. |
| | | | | | | | OTHER AGENCY INVOLVEMENT
County Counsel has approved the lease as to form. Risk Management has reviewed and approved the lease. The recommendation has been reviewed by the County Administrative Office. |
| | | | | | | | FINANCING
The rent is comparable with what is available in the current market for similar office space. The annual adjustments to the rent will be based on CPI changes in order to maintain alignment with changing market values. The rent is funded through Social Services Administration program funding and requires a County share of cost, which is largely met through Realignment. This expenditure has been included in the current FY 2016-17 Adopted Budget and will be included in future fiscal year budget submissions. There is no additional General Fund impact from the recommended action. |
