RECOMMENDATION

Approve and authorize the Chairman to sign the following lease agreements at Fall River Mills Airport for the term January 1, 2017 through March 31, 2019: (1) Fixed hangar lease agreement with Marshall Grant at $250.00 per month; (2) fixed hangar lease agreement with Mark Vestal at $250.00 per month; and (3) portable hangar lease agreement with Chris Lowery at $300.00 per year. (Page 183)

SUMMARY

Lease agreements are proposed for three hangars at Fall River Mills (FRM) Airport.

DISCUSSION

The County owns nine fixed hangars and four portable hangar pads at the FRM Airport.  Two fixed hangars and one portable hangar are currently vacant.  Marshall Grant and Mark Vestal are next on the waiting list for fixed hangars.  Chris Lowery currently leases another fixed hangar and wants to move to the vacant portable hangar.  He will eventually terminate his current fixed hangar lease and we will have another vacancy. The Board may lease real property to a third party per Policy 6-101.  The Board shall adopt a resolution with a property description, public notice, sealed bidding and oral bids.  Airport leases are not specifically addressed.  Government Code 25536 provides that the Board may lease County-owned airport property by four-fifths vote without compliance with the aforementioned notice and bidding procedures.

ALTERNATIVES

The Board may direct staff to seek alternate terms or decline to lease the hangars at this time. Current rental terms appear to balance supply and demand.

OTHER AGENCY INVOLVEMENT

County Counsel has approved the lease agreements as to form. Risk Management has approved the indemnity and insurance clauses. The recommendation has been reviewed by the County Administrative Office.

FINANCING

Lease revenue is included in the Adopted 2016/17 FRM Airport budget.  There is no General Fund impact.
