RECOMMENDATION

Take the following actions for the Mental Health, Alcohol and Drug Advisory Board (MHADAB): (1) Reappoint Ronald Henninger, Dave Kent, Steve Smith, and Sonny Stupek for terms to expire December 31, 2019; (2) appoint: (a) Amanda Flowers Peterson for a term to expire December 31, 2017, and (b) Carol Zetina and Kerrie Hoppes for terms to expire December 31, 2018; and (3) receive an annual report on MHADAB activities.
SUMMARY

The MHADAB is recommending reappointment of four members whose terms expire on December 31, 2016, Ronald Henninger, Dave Kent, Steve Smith, and Sonny Stupek. Additionally, members, Amanda Flowers Peterson – term to expire December 31, 2017; Carol Zetina - term to expire December 31, 2018; and Kerrie Hoppes – term to expire December 31, 2018. Also, the MHADAB has prepared the 2015 Annual Report for the Board of Supervisors as stipulated by MHADAB bylaws and California statute.
DISCUSSION

The MHADAB was established on December 15, 2009 by Resolution No. 2009-121 adopted by the Board of Supervisors. Three primary roles of the MHADAB are: 1) to provide mental health, alcohol and drug programs with regular community input regarding services; 2) to identify unmet community needs; and 3) to review draft Mental Health Services Act plans and annual updates, and conduct related public meetings.

An Ad Hoc Membership Committee of the MHADAB reviewed applications and interviewed seven community members, including Amanda Flowers Peterson, Carol Zetina, and Kerrie Hoppes on October 13, 2016. Their findings were that these three applicants possess unique qualities and experiences that will allow them to provide valuable input regarding mental health and substance use programs and services. At the November 2, 2016 regular meeting, the MHADAB members present supported the Membership Committee’s recommendation, and voted unanimously to fill the current vacancies. Amanda Flowers Peterson – term to expire December 31, 2017; Carol Zetina - term to expire December 31, 2018; and Kerrie Hoppes – term to expire December 31, 2018.

At its November 2, 2016 meeting, all MHADAB members present voted unanimously to recommend reappointment of current members Ronald Henninger, Dave Kent, Steve Smith, and Sonny Stupek for three-year terms from January 1, 2017 to December 31, 2019.

The recommended appointment maintains the statutory requirements pursuant to Welfare and Institutions Code Section 5604(a)(2) for membership on the MHADAB.

Notice of Vacancies were posted as required by Government Code section 54974 and are on file with the Clerk of the Board’s Office.

Per MHADAB By-laws and California statute, the MHADAB Chair wishes to present a report on the major milestones and accomplishments of the MHADAB during its fourteenth year.
ALTERNATIVES

One alternative is not to approve the individual(s) recommended to serve on the MHADAB and to request that the MHADAB submit a new name(s) for consideration, and/or to not receive the annual report.
OTHER AGENCY INVOLVEMENT

The County Administrative Office has reviewed these recommendations. The MHADAB supports these recommendations.
FINANCING

There is no additional General Fund impact with approval of the recommendations.
