RECOMMENDATION

Acting on behalf of County Service Area  (CSA) No. 13–Alpine Meadows, adopt a resolution which requests initiation of LAFCO proceedings to annex three  parcels into the CSA.

SUMMARY

A property owner requests annexation to CSA No. 13.

DISCUSSION

County Service Area No. 13 – Alpine Meadows (CSA No. 13) provides water and sewer service in Shingletown.  Water service is provided north of State Route 44 via a well and storage tank.

A Dollar General store has been proposed on three vacant parcels on the north side of State Route 44.  The Planning Commission has approved a Use Permit with conditions.  The proposed site lacks water and fire suppression services.  The proposed site adjoins the boundary of CSA No. 13 and could be conveniently served. CSA No. 13 lacks adequate storage to provide full fire flows for some land uses.  The Use Permit conditions require development of additional water storage for fire suppression.  The developer has proposed to erect a second tank next to the existing CSA No. 13 tank.  Conceptual plans have been provided and it appears viable but it is a tight fit on the existing tank site.

The owners have requested annexation.  LAFCO now meets quarterly so time is of the essence. The attached resolution would initiate an application to LAFCO conditional on Public Works’ approval of engineered plans for the tank and appurtenances.

ALTERNATIVES

The Board may decline to adopt the proposed resolution.  The LAFCO annexation would not move forward.  Alternate water and fire suppression capabilities may not be available to support the planned development.

OTHER AGENCY INVOLVEMENT

The resolution has been approved by County Counsel as to form.  The County Administrative Office has reviewed the recommendation.

FINANCING

The parcel owners will pay all review, inspection and annexation fees.  There is no General Fund impact.
