RECOMMENDATION

Adopt a salary resolution which amends Shasta County’s Salary Schedule and Shasta County’s Position Allocation List: (1) Increasing the salary range to five percent above the 2017 California Minimum Wage ($10.50) for various job classifications effective December 25, 2016; (2) increasing the salary range for the Sheriff’s Program Manager job classification effective December 25, 2016; and (3) amending the Position Allocation List to delete 1.0 Full-Time Equivalent Vocational Instructor III in the Health and Human Services Agency-Regional Services Branch Opportunity Center budget effective November 27, 2016.

DISCUSSION

Pursuant to the California Minimum Wage increase to $10.50 per hour effective January 1, 2017, the recommended modifications align the classifications listed, to a salary range 5% above said minimum wage.  All other County classification salaries are above the recommended modifications.

 

The recommended modifications also take into consideration the potential changes in The Fair Labor Standards Act (FLSA) overtime pay requirements established in FLSA 29 C.F.R. Part 541, which was to be effective December 1, 2016.  Although a preliminary injunction barring implementation of this rule was issued, the recommendation is to proceed with increasing the salary of the Sheriff Program Manager to align with the rule's minimum salary requirement for exempt employees of $47,476 annually.

 

Additionally, it is recommended to delete the position of Vocational Instructor III from the Social Services-Opp Center as this was an alternately staffed position where the Vocational Instructor I/II was deleted as part of Salary Resolution 1497 but the Vocational Instructor III was not addressed.

ALTERNATIVES

The Board may choose to not approve the recommendations or make modifications in whole or in part; however, this is not recommended as the changes will allow the County to align with California’s Minimum Wage increase and the potential changes to the FLSA overtime regulation.
OTHER AGENCY INVOLVEMENT

This recommendation has been reviewed by the County Administrative Office.

FINANCING

The financial impacts of the recommendations will be budgeted within the County Departments respectively.
