RECOMMENDATION

Take the following actions regarding the Western Shasta Resource Conservation District Board of Directors: (1)  Determine  that Alan Hill and Phil Schoefer have a demonstrated interest in soil and water conservation; (2)   appoint Alan Hill to a vacant term to expire November 30, 2020; and (3) reappoint Phil Schoefer to a four-year term to expire November 30, 2020. (Page 54)

DISCUSSION

Two positions on the WSRCD Board of Directors expired on November 30, 2016.  One position has been vacant due to a resignation in January 2016 and one position expired November 30, 2016. Notices of Vacancy were posted and advertised pursuant to Government Code section 54974.  Copies of the Notices of Vacancy and Affidavits of Posting are on file with the Clerk of the Board.

 

 

Public Resources Code section 9314(c) states that:  "It is the intent of the Legislature that the Board of Supervisors solicit recommendations from within the district, including public, private, and nonprofit entities, and appoint only applicants who are determined by the Board of Supervisors to have a demonstrated interest in soil and water conservation.  In selecting directors..., the Board of Supervisors shall endeavor to achieve balanced representation on the Board of Directors." 

 

Mr. Hill has submitted an application expressing interest in serving on the WSCRD, indicating he resides within the district and includes his statement of interest in soil and water conservation.   Copies of the application material submitted are attached.  Mr.  Schoefer has served as the President of the Board of Directors of  WSCRD and has been a Board Member since 1989. 

 

On December 2, 2015, the WSRCD Board of Directors adopted a resolution increasing the number of directors on their board from five to seven. These vacancies were filled in April 2016 for terms to expire November 30, 2018.    

 

ALTERNATIVES

The Board of Supervisors may decline to appoint one or both of the candiddates, or may request that other applicants be considered.

The County Administrative Office has reviewed this recommendation.
