RECOMMENDATION

Approve and authorize the Chairman to sign a license agreement with PG&E with a one-time advance payment administration fee in the amount of $1,000 to provide access to PG&E lands for the Cassel-Fall River Road at Pit River Bridge project for a maximum term of six years, expiring October 31, 2022.

SUMMARY

A lease extension is proposed to complete environmental studies for the Cassel-Fall River Road at Pit River Bridge.
DISCUSSION

The Cassel-Fall River Road at Pit River Bridge is being replaced.  PG&E is the landowner.  In 2010, they granted a lease for environmental and archaeological studies.  That agreement will expire on October 31, 2016.  An extension is proposed.

 

The existing bridge is closed to traffic.  Scour repairs are in progress.  Environmental studies are progressing.  Environmental clearance may be granted in mid-2017.  Right of way acquisition will follow with Stewardship Council involvement.  Bidding will proceed thereafter with a design to accelerate construction.

ALTERNATIVES

The Board may decline to approve the license agreement renewal at this time.  Lack of access would halt the studies.

OTHER AGENCY INVOLVEMENT

Caltrans oversees the federal bridge replacement program and approves funding for each phase of the work.  County Counsel has approved the agreement as to form.  Risk Management has reviewed and approved the agreement.  The recommendation has been reviewed by the County Administrative Office.

FINANCING

The bridge replacement project is estimated to cost $7,800,000.  Federal funds will pay 88.53% of this amount.  The Road Fund will finance the remainder.  Adequate funds to carry out the current work are included in the Adopted 2016/17 Road Fund budget.  There is no General Fund impact.
