Adopt a resolution recognizing that the circumstances and factors that led to the October 13, 2015, proclamation of a local emergency due to the closure of the Cassel-Fall River Road at Pit River Bridge have not been resolved and that there is a need for continuation of the proclamation. |

The Bridge has been closed due to scour damage. Residents and emergency responders must detour. |
| | | | | | | | DISCUSSION
The Cassel-Fall River Road at Pit River Bridge was constructed in 1922. Last summer, Caltrans divers found scour and ordered closure. Residents and emergency responders face substantial detours. An emergency proclamation may activate additional resources to mitigate the closure and hasten the replacement efforts.
Environmental reviews are ongoing and engineering has been initiated. On January 12, 2016, the Board approved an agreement with Morrison Structures, Inc. On July 19, 2016, a construction contract to construct temporary foundation repairs was awarded to DRS Marine, Inc. Divers began their work last week. A new bridge will be designed for potential 2018 construction. |

The Board may decline to adopt the resolution. Bridge replacement efforts are ongoing and will continue. |

County Counsel has approved the resolution as to form. The County Administrative office has reviewed this recommendation. |

The bridge replacement project is estimated to cost $7,800,000. Federal funds will pay 88.53% of this amount. The Road Fund will finance the remainder. Adequate funds are included in the Adopted 2016/17 Road Fund budget. There is no General Fund impact. |
