RECOMMENDATION

Appoint Charleen Beard, Associate Engineer, as an alternate Technical Advisory Committee member to the Northern Sacramento Valley Integrated Regional Water Management group.

SUMMARY

An alternate County representative to the NSV Technical Advisory Committee is proposed.

DISCUSSION

The Northern Sacramento Valley Integrated Regional Water Management group (NSV) is a consortium of six Sacramento Valley counties.  The NSV engages in regional water resource planning.  In 2010, the Shasta County Board of Supervisors appointed Eric Wedemeyer, Supervising Engineer, to serve as staff representative to the NSV’s Technical Advisory Committee (TAC).  The NSV TAC provides staff services to the Board.

The NSV’s focus of late has been on implementation of the Sustainable Groundwater Management Act (SGMA). Ms. Beard has assumed the lead staff role in the County’s SGMA development efforts. As proposed, Ms. Beard would represent Shasta County at NSV TAC meetings when they are closely related to SGMA.  Mr. Wedemeyer would attend the rest of the meetings, unrelated to SGMA. This flexibility will substantially reduce staff costs as the meetings are typically in Willows.

ALTERNATIVES

The Board may choose to appoint Ms. Beard as the sole TAC representative or to leave representation as is.

OTHER AGENCY INVOLVEMENT

The County Administrative Office has reviewed this recommendation.

FINANCING

Adequate funds are included in the Adopted 2016/17 Road Fund budget to cover the payroll costs. However, any charges are passed onto the Shasta County Water Agency.  There is no General Fund impact.
